That's in Russia, involving a Eurasian Brown Bear, another subspecies of Grizzly and completely different and distinct from Black Bears. Big and cranky, probably more likely to attack you but less likely to kill and eat you than a Black Bear.
Browns and Grizzlies (Ursus arctos) are the ones that usually leave you alone if you play dead; they attack if they sense a threat, and once the threat is neutralized they usually break off and leave. Blacks (Ursus americanus) are the ones whose attacks tend to be predatory; if you stop resisting or fighting back, they just get down to the business of eating you a bit earlier, while you're still alive.
I think the video shows a failed carjacking attempt by the bear.
