The white segment is long gone and I've done two 50% water changes daily with salt at 4 lbs. per 100 for about a month now. I have also treated multiple times for bacterial infections so I have ruled them out. I have run out of options and can only guess that it is a parasite that is stressing this fish and causing a white discoloration on its tail, which does eventually fall off.
