Hes knowingly and intentionally causing harm to his fish. In my eyes hes the kind of person who get amusement for torturing animals.
 
sorry im that bad of a person and everyone is better then me and maybe we have different views on animal abuse because this is what it looks like to me

You can fix it by doing right by your animals. Give up all the remaining fish including the eel and maybe keep the Jack Dempsey. I understand you are working on that but you have to follow though with it.
 
Man your tank is sick, and the stock is beautiful, I was originally looking at it as a 75 and was thinking "THATS WAY TOO OVERSTALKED"

But the fish and tank do look beautiful, Personally I would look into getting a canister Filter (Adds a few more gallons of water) really worth the money,
you have to get rid of some of the fish, post craigeslist adds.

The eel is beautiful I have wanted one forever, but they are brackish keeping them in freshwater basically kills their immune system, just a matter of time before the smallest thing kills it, and you will be out your money.

As for earlier you stated your mom did water changes once ever 6 months, its true you can do it that way, and once a month should be fine in a maintained tank that is well filtered and stocked appropriately however, when you over stalk a tank you really need to do water changes as much as humanly possible

Good luck and do please try to do the right thing, the pets should not be thrown into a bad environment for its health because your Dad doesn't want big tanks in the house. You are going to have to control the urge to buy fish that just aren't suitable, and I know how hard that is!
