its probably green BC of all the crap in ur gravel, if i were you i'd just take a solo cup reach down and scoop all the gravel out cup by cup and the rinse it all off
 
the algae is probably result of the not cleaning the gravel frequently which in most cases cause you to have high nitrates. high nitrates promote algae growth. just my 2 cents
 
I would keep the fish in there and do like 30% WC daily. Buy a python or something similar so you can gravel vac

Agreed. Simple explanation for a simple problem.

Do 50% WC's daily until it's mostly clear. Get that gravel vacuumed ASAP. As long as you do not clean the filters at all they will still be filled with good BB so you won't lost that much. On the last WC when it's looking clear do a normal rinse of the filters and you should be set. Upkeep is key here.

100% would work, but why stress the fish and have the chance of losing the BB.
