Looks like a bacterial infection.
How often do you do water changes?
What are your water parameters?

twice a week, i have 1 fluval fx6, 1 dolphin c- 1600 canister and used to have a sump of 48G but it has a leak and i took it down. its a 180G tank. 1 albino arowana, 2 motoro stingrays and 3 bichirs. its clearly a water quality problem. i am doing more often water changes now. did a 60% water change the first day, 3 days of paraguard and today i did another 60% wc

it looks like a water born bacteria or fungus lodging itself beneath the scales to me. this might stress the fish but i would take out your filters, disassemble and thoroughly clean the parts. also depending on how your filling your tank maybe check/change your water supply because it could be a source issue.
