Looks like a bacterial infection.
How often do you do water changes?
What are your water parameters?

twice a week, i have 1 fluval fx6, 1 dolphin c- 1600 canister and used to have a sump of 48G but it has a leak and i took it down. its a 180G tank. 1 albino arowana, 2 motoro stingrays and 3 bichirs. its clearly a water quality problem. i am doing more often water changes now. did a 60% water change the first day, 3 days of paraguard and today i did another 60% wc

it looks like a water born bacteria or fungus lodging itself beneath the scales to me. this might stress the fish but i would take out your filters, disassemble and thoroughly clean the parts. also depending on how your filling your tank maybe check/change your water supply because it could be a source issue.

If it is fungal, tannins will help, and if not your arowana will still greatly appreciate them as they improve overall health and water stability. And they are absolutely save for your other fish aswell.

Be careful with the medication you choose, as stingray can't take any copper. Always check a list to be sure.

Another addition that might help lower the bacteria count, if it is bacterial, would be a UVC-clearer. Just be aware, that if you have lots of bacteria in your water, and it does look a bit milky, there is a systematic issue that would need to be adressed aswell, usually a lack of living space for them, which forces them into the water column.

For videos, you need to upload them and post the link. Youtube works very well, is free and you can unlist them so only the forum can see them.
