Sounds like you have good filtration.
1.With the fx5 just direct outlets across the surface of your tank so that the surface water is a bit turbulent. This will create more than enough oxygen for your requirements, No need to buy another air pump.
2. Arrange your fx5 media like this. Top basket ceramic noodles with filter wool or fx5 blue pad. Second basket ceramic noodles, third basket cermaic noodles. The bio balls are not efficient in a canister filter, use them only in wet/dry sump setup.

Asking me about treatment? I think your already in good hands (rhodes) just listen to all the advice people gave you in this thread.

Do you still plan on having tank outdoors? I would def. move the tank inside, since it sounds like you really love your Jalapi. A lot of things can happen to a Fish Tank being outside.
 
I was thinking about moving the tank inside but we don have much space. The temp can now be kept at a constant now that I have my heater, now it just seems to be the light. I think I'm going to hang a bamboo curtain so the light doesn't reflect into his tank. I just tinted one side of tank so he gets some blockage. He wasn't eating because he's picky bastard! Damn this whole time I was thinkng he lost his appetite haha. Crickets up pellets down.
