Pondering ID of this NJ River fish

My younger brother cought this fish in a steam near my house in Northen New Jersey. I was wondering if I post a picture of it, maybe a video, would you guys be able to ID it?

A photo will be much better than a video. The photo will have to be in focus and even then not all fishes can easily identified.

Also please remember this is a forum with a wide scope of people and therefore differing levels of experience. Some folks feel confident about ID yet don't have the appropriate resources to help them. Take any ID upon yourself to make sure you have the fish you think you have. It's quite possible that you'll have six different ID's for the same fish.

Can you say fastest ID ever? Wow, lol, thanks. Do you know anything about these fish off the top of your head or do you know of any links with legit information on them about them?
