Possibly Ich???

Need an answer! My two newest rescues had ich (JD and Oscar), and it seemed to clear up, but right after it they got this. At first I thought it was just grains of sand, but I soon realized that it wasn't seems how it never came off. IMO, it doesn't look like ich, but I can't tell what it is.
The pics don't really help out very much, but the last one has a shot of a little bit of it on the JD. HELP!:nilly:

What are the water parameters?
 
What are the parameters of your tap water? Any change in the pH?

Your nitrite is a primary concern. I'd personally do a water change here. What are your hardness levels? Do you have the test kits for those?

I am suspecting the issue here is water quality-related.

I did test that a little while back, and everything was normal, nothing was too high or low. The pH was at 0 ppm though, different than what the tank is at.

I've been doing water changes, so I guess I'll do another one today. Just did a 50% three days ago. And I do not have a test kit for the water hardness lvls.

The JD is my main concern, the Oscar seems to be improving, but it seems to be the opposite way for the JD.
