Why in the heck would you use concrete when you can use drylok? No fumes, no ph changes or leaching, no need to do a ton of water changes to get it to stop leaching stuff into the water, goes on just like paint, and safe for fish. And you tint it the same way you do concrete (with the pigments).
Drylok is the way to go man.
