what my friends and i did was put out some set lines. we caught large carp, 2 shovelnose sturgeon, and flathead catfish. The sturgeon were about 1.5-2 feet long. My idea for catching small sturgeon is to make several large fish traps out of, just off the top of my head, a dog cage or some other box-rectangle shaped container covered in chicken wire with small holes or screen wire or someother metal with small holes. Cut a hole in the dog cage and put in a cylinder shaped wire tube to make it so that the fish can get in but not get out. Put the bait in a sealed bag with small holes to let out the scent into the water to attract the sturgeon. Tie a rope to the top of the cage and throw it out about 15-20 ft, then wait. give it over night because that is when sturgeon are searching for food and check it the following morning. You could catch catfish in it too. But you would need to experiment with different baits and locations.
