What I was talking about was where you said they should be killed. Anyway, I think you are a little too negative about the US government. Until a protest threatens to loose them money or cost them votes they will do nothing and as long as their opponents are not offering to pass such laws, they are not loosing votes so it dosen't concern them.

Are there better ways of making people aware of the problem absolutely (look at Steve Irwin he certainly didn't protest or blow up ships or anything he took the middle road and ultiamtely the right one with EDUCATION) But thats not to say i don't disagree with what they are doing infact Steve Irwin himself supported the sea shepherd society.
