Should I mind my own business or not??

not illegal to have a dog tied up, but might be considered cruelty to the extent of how that is done, I.E. leaving them out there day and night to be exposed to all fronts of bad weather and illness for long periods of time.
 
You may not want to go over and complain, however, you may be able to get somewhere if you strike up a friendly convo and tactfully express some concern for the dogs. Who knows, his conscience might kick in. If that doesn't work call animal control.
 
he mentioned he passes them in the morning......maybe they're inside at night? i rescued a dog a few years back because the owners would put it outside when they went to work everyday and it would dig it's way out and make it's way back to my place. So this dog was only outside from the wee hours of the morning until they returned from work at 3 or 4pm. After returning it 3 times, i just decided they weren't able to come up with a solution fast enough and kept it. I guess i just related it to my situation and assumed it was only out for part of the day.
 
I'm with all the others, call AC and let them handle it. Don't confront them yourself, the last thing you want is to be at war with your neighbor.

This could be true, but I just thought I read something about the dogs being forced to stay out in bad weather....I am just too lazy to read back that far.
 
Depending on what state you live in, there are different laws regarding animal cruelty. What that person is doing might not even be illegal. As long as the dog has food and water, it does not matter if it is tied up all day and the tree is considered shelter/shade from the sun. I believe there are laws against not having shade for dogs in the sun, don’t know about shelter from the cold - they do live out doors in the wild. It’s best to call AC or MYOB.

You can leave dog in dog crate all day and it’s not considered cruelty if it has enough space to turn around and has access to water.

I'm kinda thinking along the same lines here.To me,caging animals is crueler than tieing them to a tree.
If these animals have gone through this all of their life some people would call them an "outside dog" which i don't really believe in personally but hey,at one time, dogs were wild.There still is some stray packs who wander today in any weather.
I do not treat my dog this way, I think it's wrong also but if that's how they were raised they are probably "used to it" and it doesn't bother them much.(but I'm not the dogs either so what the heck do I know?) People suck~what can you do?
As someone else mentioned also,dogs are pack animals and they are probably more harmed by being tossed out from the pack every day than anything else which is why the a-hole owner has them outside anyway.Piss a dog off and punish it and it will be very vindictive.Take craps and piss all over the house,chew up the furniture etc.So the owner now continues to mis treat the "damn dogs" instead of looking at himself and saying,"what am I doing wrong to my dogs that are making them rip up the house and piss all over the place etc". Then of course you also have some people who do love animals but just don't know how to treat them.
Personally, I would try to talk to them first and find out what the deal is. But that's just how I am.If they strike you as a bunch of bad people who may shoot you...that's a whole 'nother story.Then the best you could do is call animal control or aspca.Even so, let's say they came and took the dogs and the owner doesn't get them.They're just going to be killed anyway and then the a-hole is going to go buy and abuse a few more new dogs.Again, people suck sometimes.:(
The only other thing you could do is mention maybe you would give the guy a hand if he wants to build a small shelter for the dogs because he's probably not going to all of a sudden bring the dogs inside everyday since the neighbor talked to him.If they are outside in snow and rain,he's just a jerk off in general so the best shot you may have is offering to help him build a shelter of some kind.

Definitely!!! I was goin to say that there might be a cultural element involved. Everyone has different values.
 
i agree with fishjunky which is why i was wondering why everyone just jumped on the bandwagon and assumed the guy was doing something wrong, your emotions say he's doing something wrong but does the law? probably not.
