You could always look to see if there's any reptile expos in your area, in PA theres one its like an invasion of tortoises, and turtles. ;)
yeah thats true there is a huge one that's happening in may that i was planning on going to but if stores aren't allowed to sell them wouldn't that apply to the people at the expo as well?

russian torts or hermans torts stay small. you could also look into box turtles...

Mine has gotten 24 times heaver in less than two years.
1 ounce, to 24+

I would go with the Russian tortoise. They are cheap hardy and easy to care for. Plus they don't get any bigger than 8". I have one, and they are a pretty cool tortoise.

+1, only downside is most are wild caught. there are CB babies around though, check out the kingsnake.com classifieds.

... what kind of tortoise is there that stays small (14in or smaller) and is outgoing...

Cherry Headed Red Foot Tortoises seem like the perfect choice. If they're anything like the regular Red Foot Tortoises I've kept they'll be one of the best "pet" tortoises and 14" would be a large adullt. Pretty sure Cherry Headed types are around 10" to 12" as adults.

In my opinion they make better pets than Russian Tortoises and will be much cheaper as CBB. At least that was the case the last time I checked.

Get some established specimens in the 3" range and maybe by the time their adults you'll be moved into a bigger place. But even if you're not they fit your size requirements.

:iagree: especially if you want an outgoing tortoise with personality.

Russian toises are a hardy species as are most Testudo sp however they do need to hibernate and you wouldnt be able to let your toise of any kind roam your house, toises need proper microclimates and places to termoregulate in order to be healty and for russian toises that includes being able to burry temselfes. Having one like that is a good way for them to get pneumonia, eye and ear problems. Also russians need to be kept outside in a outdoor enclosure as often as possible to trive and they dont like moist. Most other toises have also their probs, red and yellow foots eventualy need very large indoor tropical terraria. All the other non hibernating toises including pancake, tend, hinge back are VERY tricky and hard to keep species with very specific demands. Of thouse pancakes are the easiest and are also cb but really expensive.
