I'm not a ray expert by any measure of the word, but that ray looks very similar to the pictures listed in my stingray book as the beginning stages of fin curl.
I just checked my book, Freshwater Stingrays: A complete Pet Owner's Manual (Ross, Richard, MD), and it listed signs and results of death curl. It says that the stingray exhibiting this sign is an ominous sign indeed, indicating a badly stressed ray. It gives no recommended solutions for this problem. From my amateur point of view, I would recommend:
1. Re-check water quality
2. Do a 20% water change, and repeat 2x/day if tests show poor water quality
3. Continue feeding, check for aggressive/irritating tank mates, and keep an eye on the ray
