It also depends on size of the fish on how much electric they can produce. And they usually will only send out the impulse if frightened or hunting ... otherwise they are fairly peaceful.. also after they submit this shock it knocks alot out of them too..

...i have been shocked by all most every thing houses, battery charger ,cars that are running,electrical fence none have killed me so i think an eel wouldn't kill me either.
