How would I know if it's tempered by using a lens?

You hold up a polarized lens to view the tank and hold a laptop or phone screen behind it. Then you rotate the lense and if the the screen turns completely black then it's not tempered. If you see a lot of lines then the glass is tempered.

This is a picture I took when I used a polarized camera lense to check my tank. Notice how looking through the lense the screen is completely black with no lines of light shining through? That means the glass is not tempered.

When I take videos of the fish with my phone bands of light go down the screen. Is that the same thing?
 
I wish I could help you but without some pictures, it's hard to understand what you mean by "lines"
In the morning the lights are set to sunrise, so the tank is lit orange. When I take videos of the tank in the morning, red bars would run down my screen. This didn't happen now, so I think it's just the lighting.

I was trying to convince my Dad to use the CPR overflows and I thought I almost had him until he said "I think the bulkheads would work better."

I currently don't have a polarized lens that I would rather not dangle my phone over the tank. He also claimed that drilling the tank with fish in it was too much work, and I can agree with him on that.
 
I think it really is time to scrap the sump plan. You will be much better off to just stick with canisters and/or HOB filters. You can still use the Little Giant pump to make a DIY canister out of a five gallon buckets.

At this point he won't even scrap the sump. He's already bought half the materials for it. I couldn't even convince him to use 1.5" bulkheads. I have no control over what he does with the sump. Whatever he does I just have to hope works. If it doesn't work then maybe he'll listen to me.
