Sounds like you've got the right stuff in there but can I ask how full are the baskets and what media is in the majority. As for phosphate or zeo-carb using them is up to you but I personally prefer to use the space they take for more biomax or a polishing filter which increases the available space for my beneficial bacteria to grow. Zeo-carb and phosphate are chemical filtration which usually focuses on removing impurities such as copper, chlorine, dissolved proteins, carbohydrates, sulfa drugs and antibiotics. Between this and the fact that they get exhausted is why I usually don't use them unless I'm trying to remove meds from a tank I treated. Though they can be helpful in removing pollutants before the nitrogen cycle I feel a strong biological is the better route.So I just checked water using API master test kit.

As for the contents of my media baskets
Fluval pre-filter
Fluval biomax
Poly fiber or something like that cut to fit stuff.
Same cut to fit stuff but it's like a polishing pad.
And I added a phosphate cut to fit to 1 of the canisters
I have a bag of zeo-carb and carbon I can add right away. Or I can go purchase what I need
I myself try and fill the trays as much as I can to maximize flow through the media, so I would add more till it's around 3/4 full. I can't give you an opinion on the scrubbies as I don't use them myself and I try only to give advice on what I've had experience with or that I'm more or less sure of.How full should they be? 1 tray of pre filter ceramic ring things half full, 1 tray of bio max half full, the others with the stuff I cut myself is about half the basket as well. Should I add more? Less? I have pot scrubbies , should I put them in a tray?

Since this is your first canister can I ask how many do you have on the 135? And what are their specific names?
