How big is the tank? That’s gonna determine the answer better than anything.
A bichir that size and a cat that size shouldn’t be an issue, but the species of bichir will tell if that will work out long term. If a senegal or del, it should be good but something like an endli would eat the cat.
 
Both of them should be fine in a 50 gallon together.
What’s in the pond though? An albino sen won’t really get bigger than 8 inches so it becomes spaghetti for anything large enough.

if it grows bigger than 8 inches, i plan on adding it with my rtc and pacu. i know the rtc will get huge but it will only be temporary since i am planning to build another pond, only if the bichir gets big enough

I’ve had an 8 inch pacu devour a 6 inch peacock eel - not very hard for a larger one to take on a bichir. I’d leave it in the 50.
oh man. i wanted to grow out monsters for my pond. Any anything else that you would recommend me which i can grow and add to my pond?

by the way, i have a 8 inch irredescent with the pacu and RTC, still alive. i am removing the raphael from the pond since the RTC can devour it
