Is this the first time you've moved your Fahaka? They all do that.. They don't like being moved or having things change in their tank. Mine stays in his corner for a few hours after I do a water change!

She is slowly coming back around, but is very uneasy if anyone but myeslf interacts with her, she is a complete daddy's girl LOL

The word stunted does not mean a fish will not grow if it has a small tank, things get stunted from an unbalanced diet.
 
but don't you guys think that a place like the Vancouver Aquarium, which is world reknown, would know the proper care for a giant puffer?

The fact that they have a puffer in a massive tank doesn't equate to that species actually requiring that large of a set up. I keep single flowerhorns in 6ft 125 gallon tanks, but I don't go around preaching to people that keep theirs in 4ft 75's.

To quote RTR on the puffer forum, in a thread about this very topic, he states
All you need for full-size fish is plenty of clean water and proper food.

To which I concur.

There is absolutely no reason that a fairly slow moving fish that maxs out in the 22-30" range, requires a 1,000 gallon tank. I find it absurd to think that a fish that will most likely reach approx 24" in captivity, requires a tank larger than 8x3x3. (approx 540 gallons)

Add a large sump to that system, an auto water change system to keep the water quality high, feed high quality fresh food, and that mbu will live the life of a king compared to the thousands that die a slow death every year during the dry season in Africa. (or get taken as food by the natives)

Fish can become stunted due to a number of factors, stunting is not limited to just diet.
