Credit Cards are federally insured - PayPal is a middle man. They don't have any legal power once funds are out of their hands.

Paypal policies notwithstanding, it's still a serious crime to scam people out of several thousand $$. I find it hard to imagine anyone simply getting away with that. If credit card companies are Federally insured, doesn't that makes it a Federal government matter? I doubt the FBI is likely to get involved, but I wouldn't want to be on the receiving end when they do track the bugger down.

As far as it being a federal crime, stuff like this happens every day...I'm constantly getting e-mails that pose as E-Bay for a "second chance" on items I've lost the bidding war for.
I was actually mailed a check from Florida once for 8,000 dollars and the guy wanted me to take my 300 for an item I was selling and give him the rest, I deposited in my bank - the check came back as fraudelent and I was never questioned on it at all.
The FBI doesn't have the resources or time to deal with stuff like this, and it's out of a police stations jurisdiction...plus this guy's probably a minor.
