Well if it does look like the first pic then I agree with Mudfrog, PVC pipe may help and then feed lots of cold worms,bloodworm's, and it will grow then eventually. Good luck with your eel.
will do mudfrog thanksMore then likely a tire track eel then, odd it's not growing and hides in the gravel. Give it some pvc pipe, and make sure it's eating good.

Try earthworms, market shrimp(stuff them with pellets) fish fillets cut to size, even beef and chicken hearts and livers. Once they get bigger most foods are gladly accepted.
Also use cation with your tankmates, they can eat larger fish then they look capable of.

Now since it eats pellets it has grown from 5 to 9 inches in 45 days.
One more thing, when they get big they WILL escape.So escape proof it.
