You could do some frilled dragons, australian water dragons, .... you sure all species of varanids are illegal there? Isnt New England Reptile Breeders there?
 
If the cage has got some height to it, you could keep a pair or trio of one of my personal favorites, Basiliscus plumifrons.

It's actually New England Reptile Distributors aka N.E.R.D. and they're just over the Mass border in New Hampshire where all the cool things are legal.
 
I think the floor space isn't quite enough for a large terrestrial like a tegu. Not sure if you like any of these but you could try the aussie waters as varanio mentioned, or asian water dragons. Not sure if you'd want another iguana species but you might be able to do a spiny iguana, and they're very cool.
 
Just remenbered you could try a big iguana species like a rhino or a cuban:headbang2. And what about a great cayman hibrid:naughty:

out of the ones you said you liked I would go with the black throats, and yeah maybe 2-3 would be good in that size cage, just give them hides and visual barriers, a sexed 1.2.0 trio would be really cool
