What types of fish is the tank stocked with?
Any Cory's? f there are Cory's, they look like cory eggs to me, but could be from any number of egg scattering species (or as pointed out snail eggs).
Agree, I had a breeding colony of rosy barbs that would scatter eggs everywhere (many would stick to the glass).
If you have corys, they can be scraped off with a razor blade and hatched in a separate tank, as long as there is enough current to keep them from fungusing up, this way you can find out what they are when they hatch.
Barbs and rasboras all (Cyprinids are related to goldfish). In the video below you can see goldfish spawning and see how far the scattering eggs travel.

Even with the predation, by end of summer,I'd end up pulling 20 to 25 young goldfish from the pond.
