Yes the method of bagging fish assumes you only have access to oxygen at the start of the trip. The battery air pumps are inside the bag so re-circulating the enclosed oxygen. If every bag layer were to leak then you are back to having air via the aerator at least.
I would not like to be driving down the freeway with that much water free standing. I've used IBC containers on heavy duty trailers and didn't like that either.
Some countries have swap & go gas cylinders so all you need is the initial deposit and your own regulator.
