I'll bet a million dollars that the fish are either dead or sold a year from now. Hell, they'll probably be dead a month from now if he doesn't upgrade that tank massively. Even if they don't die, they'll be living miserable lives in such a setup. I keep mine in 125 gallon tank. I'm inclined to say the OP is unlikely to set up such a thing for fish he knows nothing about.
What a stereotypical walmart fish shopper. =/

They are going to get big like 12-14 inches big you'll need at least a 70g tank to house them.
 
Think you will need a bigger tank mate, i would get atleast a 4 x 2 x 2 (foot) fish tank, for them, if you want to learn just look at the post what people have told you, if you want to keep one oscar with mabey some smaller cichlids (convicts, blue acara ..ect) mabey you could get away with a 4 x 18" x 18", you could pick on of them up for around $70 with a fillter off ebay/craigslist.

I would at least get a 40-50 gallon tank for now and that will be good for them for a 6 months to a year. A 40 gallon tank with everything used will cost you like 100- 200 bucks...
