I doubt it was your municipal water. I work in the industry (on the wastewater side) but the treatment is very similar.
normal water conditioners should take care of any free chlorine residual or chloramines (chlorine + ammonia) in the water.
municipal water should not be that deadly to your fish if you are using a water conditioner.
I believe something else is happening here. you said you had other deaths from your friends overfeeding.
was their high ammonia or nitrite in the tank because of this?
it would be good to post your water parameters so we canhelp to make sure nothing like this ever happens again.
