Do you know how large Fresh Water Puffers get? I believe they are in the same area as the butts and tets you mentioned.

Dwarfs get 2", a nice kind for a 20-30 gallon would be an avacado puffer (6")

I did find that Spiny eels do in fact inhabit the Congo River, but they would get much to large to house in a 30 =(

they are incredibly active, try getting a tank 10-15x bigger then you can get one. Even brevis the very smallest variety need 400 gallons when adult or it will end up messing its face up. All puffers from that region are incompatible with the butts, only south american puffers might work and even then there would be a significant risk of it biting the butts fins. Go with a trio of synodontis nigriventris for the bottom layers.

5x congo tetra
3x synodontis nigriventris
you might possibly have room for one of the smaller ctenopoma species also.
