What would you do with this tank?

I think a harem of the less fussy Apistogramma is the best suggestion or maybe the kribs.
Personally I think the tank is a little on the small side for any of the c/a cichlids.
With the Apistogramma you can observe some really interesting behaviour and they have lovely colours.
You will also be able to make a nice,more detailed scape with the smaller dwarf cichlids.

Which Apistos are easier? Borelli, Cacatoides....?
 
Both are usually listed as starter apistos. If you water isn't as hard as you think I prefer the look of borelli. They still come from pretty soft water (though harder than most apistos). Cacs come from some pretty hard water though, so that's the road I'd take if you tests come out 10dH+ water.

I need to buy a test kit for hardness, any recommendations?
 
Update: Picked up test kits and tank...ended up with a stand 36x18x25" 65g gallon.

Tested PH/hardness of the water at my new house and it is off the charts hard. I am going to rule out South americans and I am wondering about Centrals. Is my liquid rock water going to be a problem for Centrals?

No ,but tank size will be in my opinion.
If you must have c/a cichlids then a pair of rainbows or nanos would be the most suitable .
Have you considered a group of tangs like the shell dwellers? They are small,interesting would thrive in your water and you could still set up a nice display for them without cramping them.

I have a group of HRP's I may put in there along with some small Thoricthys to grow out for one of my larger tanks.
 
Also consider HRP. They really are beautiful little fish. Especially chunky males.
That is a gorgeous HRP.
personally I think your tank would be OK for a pair of cryptoheros types like the HRP. I would keep an eye on the male though and a divider on hand. As with any pair of cichlids in a tank this size.
The multispinosa stanzz suggested would be a great idea. Fun fish to keep, pretty and nice personality.
