i dunno
i would keep a betta in no small than a 12 gal
but again.....

the bigger the tank the happier the betta will be. Mine was never happy in the 2 gallon tank I first had him in, until I moved hiim to the 30 gallon with my goldies. He is always swimming around in there.
And yes, puffers are aggressive towards each other and other fish, so no I would not recommend getting one of those. If you decide on a puffer, only get one, that way they dont have any other fish to be aggressive towards.

i'd stick some cherry shrimp in there or something. the whole betta in a planted vase being self-sustaining or whatever is a myth.

yup, i found a female betta that was shoved behind all the reptile stuff at petco. looked like someone changed their mind at the last second and was too lazy to walk back to where the bettas are kept. The water was pretty dirty, and it didnt look like it was doing too well in the cup of dirty water, so i decided to rescue it. It perked up immediately after being put in the 3 gallon.
