White Betta- male or female?

I'm pretty positive that's a female, even with the blurry picture. It appears to have very short ventral fins, and generally even shortfinned males have longer ones. Your also has a short and rounded anal fin, which usually indicates a female.
To tell for sure you can try and find the ovipositor like midnight mentioned.

Size and shape can be a factor too, but I once had a female that was much larger than both my males and not fat in the front like my other females, yet it was most definately a female by all other factors, so I don't think that's a good indicator.

It looks like a female to me, but if it doesn't have an egg spot...how long are it's pelvic fins? If it's long, then it's a male. If it's short, then it's a female.
 
I'm not a betta expert but I do know that it's beautiful. I've never seen one like it!

It's not necessarily showing on females at all times.

Your fish could be a young male. How long are the pelvic fins? They looked short to me in the pic, but maybe they just weren't completely visible. Like benzjamin said, if they're long it's probably a male.

What about the gills? Will it flare up, are they big?
 
It's a nice betta . . . but don't rule out the possibility of it being male just yet. It can very likely be a plakat male. And females always have the white egg spot sticking out, I have never had a female that didn't have it and I've bred bettas for a very long time. (Well, from age 10-16 at least, lol). If you don't know what a plakat male looks like (or more commonly, round/short-tail betta), here are a few:
