I have had this problem before too. Usually is only around for a day or two and happens after water changes or something. Other then that I have no idea I have had maybe 3-4 times and it never had a negative effect on the tank.

no, just prime

i use Prime too but Stress Coat might be the cause for the "webs" in the tank.
