Um... you can have rays in CA... I have some, as do several other members.

And if you meant in the open water, we have some MONSTERS out there.

Yep, only FW rays are banned in CA. Most of the legal pet trade marine rays are very legal to keep in all 50 states.... including yellows like these.
 
Would LOVE to get a spotted eagle ray once the grande tank is ready.
 
This little girl has been doing great. She was VERY clean when we collected her, she ate from my hand within 48 hours and she's eating like a champ right now. HEr story is the cool part, though. I only saw her because a bull shark had a school of them pushed against the beach. We saved her from being eaten... but just a note, I don't suggest people rush into a bull shark feeding frenzy for the sake getting a protected ray. (And yes, we had the permit several weeks in advance... we just got lucky seeing her.)
