My dogs have been outside dogs at times and inside dogs at times. While my son was going through his Crawling/drooling phase, they were outside most of the time because I couldn't stand all of the hair being everywhere. But then again, I am in South Louisiana...doesn't get that cold around here. Some people just don't think of dogs as being inside animals. I hate it when I see a dog that stays on a chain 24/7. It is bad for their personality. My neighbor is a cop and he got a German shephard for his family last x-mas. It stayed tied up under their carport for a while and then he moved it to a 5x5 kennel at the back of their yard. That dog NEVER left that kennel. It got lose one day and he was chasing it around trying to get it's collar on it and looked like he was afraid to touch it. Well, he no longer has it because it was stolen... Ever since that happened...my dogs are not left outside while we are not home...ever. Point is, some people don't think of dogs as members of the family...some do. Not much we can do about it unless the dog is actually being neglected...
