I also believe it is not fungal (Saprolegnia)
but probably one of the ubiquitous bacteria, such as Aeromonas hydrophilla.
The problem with raising temp with these and other bacteria, is they love it.
They will often cause secondary infections after an ich treatment, when temps are high.
When I grew colonies of bacteria in the lab, 35'C was considered to be the standard, perfect, incubation temp, this is @ 95'F.
In nature bacterial populations become epidemic as temps start to warm, and when winter detritus buildup become breeding grounds for bacteria.
Because drip systems are thought to be self cleaning/sustaining and often not vacuumed as often as they should (because water parameters seem perfect), the substrate becomes a breeding ground for bacteria that are normally benign, but can become problematic.
