That is complete and utter bull crap. P14 are caught all over rio tapajos. Some have even found a spot where the fish are extra good.

Andreas ochs compared the tail shape of his fish to those of stefanW (I think it was his fish). Both were the so called royal galaxy quality. One had a hook tail, the other dident. Both are pure bred P14´s.
The rays pictured must be captive bred or by braking the law by exporting them from brazil as p14 have been banned from export for many many years

P14 do get better with age so it is possible to have a over spotty older p14 normally males but all the young p14 with mega amount of spots have been produced from captive breeding and lots of in breeding as the p14 gene pool is so small with captive p14 that have been exported from brazil legally
The collection point of p14 is much much smaller than Leo I'm not talking about a few miles of river and yes you will get cut off sections of the river that have p14 and yes if that collection point is small the gene pool will also be smaller than larger sections of the river
Like I said p14 have been banned for years so yes the spot amount will get more and more with in breeding but not every p14 will have that many spots much with every animal you get good and bad from every litter and it's common sense that a breeder will show off his best stock and forget to post pictures of his standard fish
Tails get damaged so on tail alone is not a good way to confirm any ray is pure blood
People are not bothered if a ray is pure blood or not anymore its just the way a ray looks that justifies the price
As it can take a p14 a year + to turn totally black and can still carry on getting spots late in life it's hard to tell what it will turn out like
If it was black at a very young age I would be sceptical if it was pure blood
