When I pick it up between my fingers and rub them together it doesn't feel any different than regular aquarium sand.

Also of it was made of iron it would rust in the tank. And the silica content is extremely low. Less than 1%

I was told that it wasnt made from iron but had iron in it. That is what i was concerned about.
 
There are a lot of good threads on here about Black Diamond being used as substrate. Just use the search function and you should find 30+ threads

If I don't want to breed the jack dempseys would it be possible to get 2 males or 2 females. Or will that cause aggression. Is it better to have the pair and feed fry to other fish to have peace in the tank.

EBJDs are a little less aggressive (on average at least) than their standard JD cousins. So again, 2 of each gender is possible, but once the males reach a size of 5-6", they will become territorial and beat on each other until one is dead. My recommendation is to start out with 1 male and 3 females. The male chooses the female to mate with, so this will eliminate territorial disputes between males and allow the male a greater choice of possible mates when he is ready to begin breeding.
