Dwarf puffers will go after almost any snail since it basically gets its beak in there to eat their flesh but leave the shells unless they are really tiny snails...

Do they prefer shrimp or snails? How many shrimp do I need before adding the puffer?
 
I would say they prefer snails since they are slower and easier to catch...

As for shrimp, once you have a colony of probably say 30 adults i would consider adding the puffer... just make sure the 30 adults are comfortable and breeding regularly before adding puffer...
 
Finally got babies from the shrimp in the 12g :) For some reason I haven't seen any burried shrimp in the 4g yet, even after having them for 3 months. The shrimp in the 12g have only been in there a month. Maybe the males are lazy, died, or the shrimp in the 12g are just getting down to business quicker.

Tough call... since a 5-10G is usually the minimum that most recommend, due to their activity levels, but i guess in a planted 4G a single dwarf puffer could do okay, just watch out for fin nipping...

also turns out it's a mix of cherries, CRS, rili and other misc shrimp. gonna be nice to watch :)
