Build a cement pond. spend like 500 on the piece of glass for viewing, then build as big as the glass is, kinda like johnptc's tank. just gotta get cinder blocks, cement and some aquarium safe sealant, and that shouldn't cost more then another 600, that'll leave enough for heat and filtering and fishies of course.
