Yes he cleaned the whole filter, and he won’t do more of a water change unfortunately because he thinks he’s right in this situation. He’s pretty hard to deal with regarding issues with his fish keeping. He did put the conditioner in though.
I will see if he will teach me to do it since I have more time than he does for maintenance of the tanks
Cleaning the whole filter is not good because thats where all the good Bacteria is. If he won’t listen to us, then we can’t help him.
So the next time we do a water change, in about a week or so, do 50% or more?

I would advise against doing over 50 percent water change. Too much new water can kill the fish since they look to be in critical condition. Split it up to 2 25% water changes so there's not much stress put on the fish. Also you don't have to get into the hassle of convincing your dad. If I were you I would do this:
Day1: 25% Water Change
Day2: 25% Water Change
Day3: monitor condition
Day4: 25% Water Change
Day5: 25% Water Change
repeat until cured
Day1: 25% Water Change
Day2: 25% Water Change
Day3: monitor condition
Day4: 25% Water Change
Day5: 25% Water Change
repeat until cured
