I agree..... couldn't the small ray be clipped off the top and the tail saved? The tail looked healthy as it was.

Yes, that could have been done as well. But then i have the risk of it not growing back evenly.

Taking the whole tail off gives it a better chance of growing back evenly and correctly. He will also most likly grow back a larger tail than befor.

Tes, he is fine now, acting as if nothing had happened. Eating once again as well.
