How big is your aro, 7.4"? I misread the original post. Are you saying that the fins have looked this way since it was beaten up at 4"? They should have healed a long time ago. Can't see real well but likely it has fin rot. You need to get the water params in order, no ammonia, nitrites, nitrates under 10ppm and a pH below 7.0.

The aro is probably big enough to handle the ray, but I would get the ray out of there as it is adding to poor water conditions.

when my black arowana is at 4" and my orino is 2.5" i didn't notice it will beat up my black arowana.. so the orino bullied my arowana for a one month so i removed the orino for now.. i will joining them when my black aro reach at 12".. its not a fin rot because theres no white color in the fins.. it's still normal just the fins are jagged.. my arowana grows fast.. because he was one month old to me when i got him.. when i first got him is 4".. but one month past i measure him it reach at 7.4"..:)

Sure thing

i use angel drops - stress out.. is it effective to heal it fins?

Don't know, I have never used/heard of that product. I have never really had to use anything more then clean water(as I previously described) to heal split/torn fins or finrot. The only other thing I've ever added was either salt or melafix, and this only if there was open wounds.

Do you check your water parameters at all? Ammonia, nitrite, nitrate and pH.

young aros are very fragile and do not do well with tankmates, but now just warm clean water and a bit of salt and he'll be fine
exactly what is stated here warm water and salt is the best for any fish

if your black took these injuries at 4" and its 7 1/2" a month later, it has fin rot- its a nice growth rate for a months time, but its still fin rot- youre going to have to do more water changes, I dont know how much water and how often youre changing, but whatever the amount, its not enough-
rays are very good tankmates for aros, but not for an aro that should be in a quarantine- you dont need the bio-load a ray adds to the tank-
I would also keep the salinity and heat up for a while-
everyone is just being nice saying the fish will be fine and beautiful, black arowanas at any age get fin rot quickly, and left uncared for properly like yours has been, it wont be a beautiful fish, it will have no barbells and colorless trim around its unnaturally short fins- and thats if its lucky enough to not get some secondary problem and die-
noone is trying to attack your fishkeeping, but listen to some of the advice you dont want to hear as well as the nice people with the compliments that arent helping your fish
