It is true, it is not legal to convert a pistol to a rifle or a rifle to a pistol. In order to legally posses an AK 47 pistol it has to be manufactured from a reciever that was never assembled as a rifle. So in order for the firearm in OP to be legal it would have to be made from a reciever that was never assembled as a pistol.

It is not legal to cut down or rebarrel any rifle/shotgun to under 16" and remove the stock to make it a pistol.

ETA: This is the law in the USA, laws in other country's will vary.

not true, you can convert one way to the other but then it must be treated as such newly converted weapon.

I can take my GLOCK pistol, assemble it with a carbine conversion and it becomes a rifle and must be treated as such until unassembled back into a pistol, no permits are required to do so in my state.

That is the key, your STATEs laws, in California you can't do anything to a firearm to alter it if I am correct...
