At 4", I wouldn't feed pellets more than 1.5mm. The size of it's mouth is much bigger than its throat. Imagine swallowing a whole McD chicken nugget without chewing.
It's not about how long takes to tell if it's male or female, it's when it gets to the appropriate size, roughly 7-8" total length.
