I just don't get it, you like reinventing wheel over and over againc'mon your not even making improvements your just reinventing over and over.

How do you figure that waste water is going to set up a brand new filter faster? There isn't any biological filtration going on in the water, it's in the substrate. Now if he transfered some of his media from another filter that would work. But to say that you can add fish right away if you use old water is not true at all.
