Does this tank have to many fish for this filter.

Yup those fish won't really starve or show a sunken belly unless not fed for 2-3 weeks. Their body core temperature is much lower than ours, and so they require less food.

Hello; Feeding four times (4) a day is very likely excessive even if they consume every bite. The eaten food passes thru the fish gut, is processed and eventually some form of byproduct is excreted into the closed aquarium system . Not thinking about just the fish poo but also other metabolic byproducts. You can do something about this build up of metabolic chemicals with frequent and large volume water changes (WC).
Fish do not have the same food requirements as warm blooded animals so can do without frequent feeding. I feed once a day only and skip two or three days with no feeding at all each week. I also do not feed when away for days.
