Goldfish are still given away at fairs over here, goldys dont need a 180, id say 3x2x2 would be fine for life. 
1.5 foot fish can live in a 3x2x2. But I think I would upgrade that once it got close to that. 1 fish for a 180 is very bad news for a newbie. They tend to get afraid of news like that.
