Have you seen one of those barrel minnow traps? You can buy the hardware cloth at Home Depot and then make dozens of them really cheap. That would make a great winter time project. You place the minnow traps in line with the current in shallow water. They can be baited for lakes where there isn't any current to flush minnows in. When I was a kid, I would catch my own juvenile trout (for my fish tank) at the tiniest stream near my house. I used a square frame covered in window screen with a string tied to each corner. The four strings were knotted above to a single pull cord. While wading in the water, I would stand still until the fish started nibbling at my feet and legs. Then I would pull up the net to see what I had scored. You can increase your take by making your net a deep bowl shape or box shaped and using this (or several) over a bridge. Keep a large tank stocked with your catch for the winter time.
