Agree with Neil, best of luck with your new application and hopefully this time they approve it, since you’ve shown that you are responsible about how to deal with these fish and all banned species you previously owned have been dealt with according to the law...
 
You shouldn't be blaming yourself for any of this. What's to blame is the increasingly intrusive government that invades our lives more each day. If they got your name and number, that's it, they got you, you never know when the state in particular will switch up its laws and hand down more bans and then, bam, even if you were doing everything right and legal before, they can just trespass forcefully into your home, kidnap and kill your pets. They don't care.

Got off with a slap on a wrist. The State Attorney kindly thought I qualified for a Diversion Program. So...

Plead guilty, $230 + 50 hours of community service + charges dropped when comm. service completed, won't remain on record.

An alternative (pleading guilty / no contest) would be $750, done in one day, case closed,, the charge remains on record.
