Yep thats it. Maybe clown loaches instead of cories cuz cories stay small for too long.

Congrats on the soon to be 75 gallon or 90 gallon tank, I just got my first 75, and I am super excited for bichirs as well! (I'm probably just going to do 4 bichirs, and then possible some other top/mid fish)
You need to keep in mind what species of bichir you get, some of the upper jaws can reach 20-27"+ (like weeksi and ornates), while the lower jaws get even larger 24"-39"+.

For a 75 gallon or 90 gallon I would recommend

Excluding the hillstream loaches for now, you have issues with the bichirs and other fish. I'd say, there is a very good chance your bichirs will snack on the rams, for sure the cories, and a fairly good chance they will pick off the congos probably as well (although I have seen a few 4-5" congos, most I see are 3", which makes them snack size imo.) Bichirs have HUGE mouths when they are foot long fish+, and capable of eating mid size fish. I think there is a thread on here discussing fish their bichir has tried to eat, or did eat. Some of the larger ones will even eat smaller/younger ones from what I've read.
Like another posted said, hillstream loaches need high o2 water, with lots of algae, round rocks to graze, and cool water. Much like a mountain hillstream. A lot of people think they are better off in a species tank or with white cloud mountain minnows or similiar fish.
As for loaches, they wouldn't be in danger of being ate, but the loaches will get to be around a foot each, and need to be in a school. So your tank would be pretty crowded once they got bigger, and for sure they would compete with the bichirs for food.
